Puerto Rico’s governor, Alejandro Garcia Padilla, issued an executive order during May of 2015 that allowed medical cannabis to be used legally within Puerto Rico’s borders. Despite the order being signed in 2015, Puerto Rico did not legalize the operation of dispensaries until January 2, 2017.
